Houston water can be moderately hard to very hard, but there is no honest single hardness number for every home. The City of Houston’s 2025 report shows different results across six public water systems, and even the Main System had a wide measured range. Identify the serving system and test at the home before sizing a softener.
Houston’s current reported hardness results
Hardness is the concentration of dissolved minerals—primarily calcium and magnesium—usually reported as milligrams per liter (mg/L), equivalent to parts per million (ppm), as calcium carbonate (CaCO3). It is generally an aesthetic and operational water characteristic rather than a regulated health limit. Hardness can contribute to scale, spotting, and poor soap performance without establishing that water is unsafe.
The City’s current 2025 Water Quality Report covers six distribution systems. These are the report’s values, not a citywide estimate:

The sampling year matters. The 2025 report labels most hardness results as 2025 data, while District 82’s result is explicitly from 2024. A single-sample result should not be treated like a continuous reading at every customer tap. The Main System’s 43.5-to-229 ppm range also demonstrates why repeating its average as “Houston’s hardness” would discard meaningful variation.
Why Houston does not have one hardness number
Houston Public Works says the regional operation uses both surface water from the Trinity and San Jacinto river systems and groundwater from the Chicot and Evangeline aquifers. The Main System blends sources, while several smaller systems listed in the report rely entirely on groundwater. Source proportions and operating conditions can change; a home’s service area, distribution route, and plumbing add further context.
The annual report describes water at a public-system level. It does not measure hardness continuously at each address. Water can also pick up sediment or interact with scale already inside a water heater and household pipes. Those factors do not rewrite the utility result, but they can change what a resident observes at a fixture.
A neighborhood name or Houston mailing address is not enough to assign a report row. Confirm the utility shown on the water bill and, when available, match its public water system ID. People outside the City’s six systems may receive water from a municipal utility district or another provider and need that provider’s Consumer Confidence Report.
How to find the right report for your home
Use this short evidence checklist before comparing equipment:
- Read the water bill. Record the utility or district name rather than assuming “Houston Water.”
- Match the system ID. For City customers, compare the bill or utility information with the six IDs in the 2025 report.
- Check the reporting period. A Consumer Confidence Report summarizes a completed calendar year; it is not a live tap reading.
- Read the footnotes. Some secondary parameters are sampled less often, so the year shown beside a result may predate the report year.
- Test at the house. Use a hardness test at an untreated cold-water tap when an equipment decision depends on the result.
- Record the units. Do not compare ppm as CaCO3 with grains per gallon unless the units are clearly converted and labeled.

Symptoms are clues, not measurements
White deposits on faucets, spotting on glassware, scale in a kettle, and reduced soap lather are consistent with hardness. They do not reveal the exact concentration. Similar-looking residue can also involve total dissolved solids, cleaning products, water-heater sediment, or another condition.
A field hardness kit can provide a practical sizing input when used according to its directions. Test upstream of existing treatment and repeat the measurement if the result seems inconsistent. If the home has both hot and cold symptoms, compare untreated cold water with hot water to help separate incoming hardness from water-heater scale. A laboratory may be appropriate when the concern goes beyond hardness or when private-well water has not been characterized.
When softening may help
An ion-exchange softener is designed to reduce calcium and magnesium hardness. The EPA’s WaterSense guide to home water treatment notes that homes with significant hardness may see scale on fixtures and appliances and difficulty getting sufficient lather. It recommends choosing a certified system and comparing demand-initiated regeneration, water use, and salt efficiency.
Softening may be worth evaluating when a verified hardness result aligns with persistent scale or soap-performance problems. Correct sizing requires more than hardness: household water use, peak flow, plumbing size, available drain and power, regeneration settings, and any iron or manganese concerns can affect the design.
A softener is not a universal filter. It should not be credited with removing chlorine, PFAS, lead, microorganisms, pesticides, or every substance in the annual report unless the exact model has separate, substantiated claims. If measured hardness is the primary problem, review available water softener systems and compare documented capacity and efficiency. Limits of this evidence
The table above is a faithful summary of the City’s 2025 report, but it cannot determine the hardness at a particular address. Annual system results may include multiple plants, source blends, a limited number of samples, or prior-year data allowed under reduced monitoring. Private wells and utilities outside the six listed City systems are not represented.
Hardness is also not a safety verdict. Taste, appearance, scale, and lather are poor substitutes for testing when the concern is lead, microbes, or another health-related substance. Use the correct report and a fit-for-purpose test rather than treating hardness as a proxy for overall water quality.
Turn the report into a household decision
Start by identifying the utility and measuring untreated cold-water hardness. Then compare the result, daily demand, and installation conditions with a model’s rated capacity and regeneration data. That sequence is more reliable than buying from a citywide number.
